I'm sure Rozsa would not have said that about Tiomkin. I have an audio tape of Rozsa saying that his only criticism of Tiomkin was the methods he used in promoting his mucic (Tiomkin seemed to have been very fond of self-publicism). He said that Tiomkin was a giant compared to those writing for films today - I think that interview was made in the mid/late '70s.  For the record, Tiomkin is one of my favourites!
